
Conditions of Registration for University habilitation
Academic habilitation is aimed at research professors with a doctorate and wishing to invest in the direction of doctoral theses. Empowerment is a procedure and should not be equated with a doctoral thesis. Consequently, no registration or preparation deadline is required and its obtaining is linked to the quality of the candidate's file through the assessment of the jury of the authorization. In order to apply for university accreditation, the applicant must meet the following minimum conditions:
Holders of a diploma of:
doctorate in science,
doctoral degree 3rd cycle,
foreign diploma admitted in equivalence,
for at least one year (At least one year is mandatory between the PhD defense and the submission of an accreditation file).
Masters assistant lecturers.
Masters assistants confirmed in full-time activities at a higher education institution.
Application period for University habilitation
The two applications submission sessions are respectively from September 15th to 30th and January 15th to January 30th of the academic year. The application can only be submitted once a year.
Constitution of the file
The file contains the following documents:
1- A complete copy of the doctoral thesis, with a scanned copy on CD.
2- 11 copies of the parts below:
- Sworn statement (download);
- Handwritten application addressed to the Rector of the university;
- Detailed CV;
- copy of diplomas (Baccalaureate, graduation, Magister, PhD, ...);
- Certificate of recent work;
- Attestations of the professional career (confirmation and promotion decision and specific or higher position etc ...);
- Summary of the thesis;
- Synthesis of the scientific works and the results obtained after the thesis (10 to 15 pages);
- Scientific articles published after the candidate has obtained the doctorate in scientific journals recognized by a reading committee (At least one article);
- Copy of the educational production produced and justified by at least one handout approved by the scientific council of the faculty;
- All scientific or educational productions (article, communication and supervision in graduation and post-graduation ... etc.) Justified by certificates of participation or minutes of deliberation.

University habilitation procedure:
University accreditation is carried out according to the following four steps:
- Admissibility of the application file
- Submission of the application file to the vice-rectorate for postgraduate training university accreditation and scientific research and post-graduation higher education to study the administrative compliance and admissibility of the file. The admissibility of the application file is conditioned by at least one (01) publication in an established renowned journal, bearing on the results of scientific work except the work of the doctoral thesis.
- If the application file is compliant, the Vice-Rectorate for postgraduate training in university habilitation and scientific research and post-graduation higher education transmits it to the faculty concerned.
- The study of the file is carried out in two phases by the scientific committee of the department and scientific council of the faculty respectively. This study must be based on the provisions of Circular No. 03 of 24 May 2003. In particular, the scientific work submitted by the candidate must relate to research not paid into the doctoral thesis and justified by publications and communications.

Designation of experts
If a favorable opinion is issued by the scientific committee of the department and the scientific council of the faculty, the scientific council proposes three rapporteurs, of magisterial and specialized ranks in the field to which the candidate belongs, to evaluate the file. At least one of the three rapporteurs must not practice in the same institution to which the candidate belongs. The official designation of the three rapporteurs is confirmed by a decision issued by the vice-rectorate for postgraduate higher education university habilitation and scientific research and postgraduate higher education is signed by the rector of the university .
Once the signed decision is transmitted by the vice-rectorate responsible for higher postgraduate training, university accreditation and scientific research and post-graduation higher education transmits it to the faculty concerned. The faculty is responsible for sending the candidate's file to the designated experts.
Expert assessments are confidential and must be submitted to V.R.P.G.H.U.R.S. within a period not exceeding the prescribed period.
Designation of the members of the Enabling Jury
If the opinions of the three experts are favorable, the rector appoints the defense jury on the proposal of the scientific authorities. The defense jury is composed of 3 to 6 members with the rank of professor of higher education, lecturer A or research director, professor or research master. A third of the month, not more than half of the jury must be members from outside the institution where the candidate is practicing. The three (03) rapporteurs who have reviewed the candidate's work are part of the jury as invited members.
Defense of university habilitation.
The university habilitation applicant presents before the habilitation jury a presentation on all his scientific and educational work and, in a second time, answers the questions of the members of the jury in the context of a discussion aimed at confirm the candidate's ability to conceive, direct, organize and coordinate research independently. After the defense, the jury deliberates behind closed doors and renders its final and irrevocable decision by majority vote and that of the president is preponderant in case of a tie vote.
